MPSC to Implement Descriptive Exam Format in 2025 Amid Student Protests and Coaching Centre Allegations

Mumbai: The Maharashtra Public Service Commission (MPSC) has confirmed its decision to introduce a descriptive format for the State Services Main Examination starting in 2025. While many candidates are adjusting to the new format, a group of students has raised concerns about the change, arguing that it brings challenges.

The decision to adopt this reform follows a recommendation from a committee led by retired IAS officer Chandrakant Dalvi in 2022. The committee suggested aligning the State Services exam pattern with that of the Union Public Service Commission (UPSC). Although protests initially delayed the implementation, the new format is set to take effect in 2025.

Opponents of the descriptive format argue that it is time-consuming and susceptible to inconsistencies in evaluation. At a recent press conference, they expressed concerns over potential delays in result declarations, difficulties in maintaining uniformity in evaluation, and the lack of carbon copy provisions for written answers. Many students have called for the continuation of multiple-choice questions (MCQs) instead.

Further complicating the situation, there are allegations that some coaching centres are stoking these protests to protect their business interests. Sources claim that coaching class operators, who may struggle to effectively train students for a descriptive exam format, are using platforms like WhatsApp and Telegram to influence student groups and amplify opposition to the change.

In response to these protests, Suvarna Kharat, Secretary of MPSC, reiterated the commission’s commitment to the new format. “The decision is final, and we have been transparent about it. Students should focus on their preparation rather than being misled by confusion,” Kharat stated.
With the MPSC’s 2025 exam schedule already announced, the commission has urged students to prioritize their studies and avoid being influenced by external pressures. The first State Services Preliminary Examination under the new system is scheduled for September 28, 2025, with results expected in January 2026.
