Pune: The Pune Municipal Corporation (PMC) has imposed a penalty of ₹2.19 lakh on a resident of Dhayari for illegally excavating a section of DSK Vishwa Road without the required civic permissions. The incident has also triggered legal proceedings, with a police complaint lodged at the Nanded City police station.

The individual responsible, identified as Jagdish Chaudhary, reportedly initiated digging activities to lay a sewage pipeline, bypassing the mandatory approval from PMC authorities. The unauthorized work came to light during a site inspection by PMC’s Roads Department on April 28, 2025.

In response, PMC’s Chief Engineer issued a formal notice, citing violations of various municipal rules and resolutions. The notice directs Chaudhary to pay the fine of ₹2,19,456 immediately to the PMC treasury. It also cautions that non-payment will lead to further legal and administrative measures.

As per PMC’s updated guidelines from December 2023, all ongoing work at the excavation site has been ordered to cease until the penalty is fully paid. Officials confirmed that a stop-work notice has been served, and any future requests for similar permissions from the accused will be denied.

Simultaneously, a criminal case was registered based on a complaint by Sandeep Subhash Patil, a junior engineer from PMC’s Roads Department. Patil discovered the unauthorized excavation during a routine visit to the site on Monday morning. He reported significant damage to the asphalt road, a part of the city’s public infrastructure.

Further investigation revealed that the onsite supervisor was Dinesh Chaudhary. Following the complaint, Nanded City police registered a case under laws related to damage to public property and Section 174 of the Indian Civil Security Code, 2023, which pertains to actions involving unregistered offences.
Authorities have issued notices to the individuals involved and initiated a background verification, forwarding the findings to senior officials for further action. No additional witnesses have been identified in the case at this stage.

The PMC’s Roads Department has reaffirmed its stance on strictly penalizing unauthorized work on public roads and urged residents and contractors to comply with legal procedures to prevent damage to public infrastructure.
