Residents in Blue Flood Line Zones Disappointed by CM Fadnavis’ Silence on Redevelopment Issue

Pimpri Chinchwad: Residents of Pimpri-Chinchwad’s blue flood line zones were left disheartened as Chief Minister Devendra Fadnavis did not address their long-standing concerns during his recent visit to the city. Citizens had hoped for an announcement regarding the easing of Transfer of Development Rights (TDR) restrictions on properties in these areas.

The city is traversed by three major rivers — Mula, Pavana, and Indrayani. A blue flood line demarcation was established along these rivers in 2009, imposing restrictions on construction. However, prior to this, the municipal authorities had legally approved several residential projects.

The introduction of the Unified Development Control and Promotion Regulations (UDCPR) in 2020 further complicated matters by prohibiting the allocation of additional TDR for properties in blue flood line zones. The enforcement of this regulation in June 2024 has caused redevelopment projects to stall, as builders are reluctant to invest without TDR incentives, making reconstruction financially unfeasible for many homeowners.

Numerous families, some of whom have lived along the rivers for over 40 years, are grappling with deteriorating structures. Without the prospect of TDR support, rebuilding has become a significant challenge.

Despite Pimpri-Chinchwad being represented by five MahaYuti legislators, including three MLAs and two MLCs from the BJP, no resolution has been achieved. Although some legislators are reportedly close to Fadnavis, the issue remains unresolved.

Pawan Sharma, a Chinchwad resident, expressed his frustration, saying, “We were hopeful that the Chief Minister would address the redevelopment of flood line areas based on previous assurances. His silence has left us disappointed. Settlements along rivers have existed for centuries — why restrict development now? Without TDR, countless families will face severe financial hardship.”

Residents are urging their local representatives to intensify efforts to resolve the issue, fearing that prolonged inaction will worsen their financial burdens and leave their homes in dilapidated conditions.
