Pune: The Pune Municipal Corporation (PMC) has issued a strict ultimatum to Eagle Security and Personnel Services Pvt Ltd, threatening to blacklist the agency for its continued failure to disburse salaries to 228 contractual security guards for the months of March and April.

The civic body had previously awarded a security personnel contract worth ₹139 crore, which is currently in the process of being renewed. However, guards employed under the old contract remain unpaid for two straight months, causing financial hardship—particularly for the many women and transgender individuals among them.

The PMC has set a deadline of Saturday, May 3, for Eagle Security to clear the outstanding payments. If the company fails to comply, officials will present a proposal for blacklisting the agency to Municipal Commissioner Dr. Rajendra Bhosale on Monday, May 5.

Under the PMC’s annual security staffing program, 1,565 guards are deployed through a tender-based selection process. Last year, the contract was distributed among three agencies, with Eagle Security responsible for 228 personnel. With the prior contracts having expired, the civic body had extended the services of the same agencies on a temporary basis until a new contract is finalized.

Despite being fined and served notices, Eagle Security has not resolved the salary issue. “The guards haven’t received their March salaries, and April has now ended. This has created a serious financial burden. We’ve issued warnings, imposed penalties, and attempted to contact company officials—but there’s been no response,” said PMC Security Officer Rakesh Witkar.

The company has a controversial track record. In earlier instances, it allegedly misrepresented personnel working in Mumbai as PMC employees to claim undue payments. Although several complaints have been lodged in the past, the agency has so far avoided being blacklisted. The current crisis has reignited demands for stricter action against Eagle Security.
